TOPP3 SOCP backend (Clarabel).
Input: TOPP3 problem + SOCP/Clarabel options.
Output: SOCP-based Topp3Profile.
Scenario: conic alternative to LP for TOPP3.
§Example
//! This example uses [`topp3_socp`] to convert an analytic path into a
//! third-order time-optimal trajectory whose axial velocity, acceleration, and
//! jerk all stay within `[-1, 1]`.
